Am I correct that the Noise app is only listening and monitoring ambient sound levels when the app is open and when a Noise complication in use? So if there's no complication on my current watch face Noise isn't active?

Well, I guess that answers the question.
Your answer would be better if you had said "yes, it only monitors noise level when the app is open or a complication is in use." References in answers are great, but it's a lot more efficient if one can read the answer and then look up why.
