Updating software

Can i retrieve my pics and videos off of my ipad if i am unable to update it and the touch screen isn't working?

Maybe.


If you are using iCloud Photo Library, your photos and videos should be in iclloud and accessible from the iCloud.com website.


If you have iCloud backups turned on, but are not using iCloud Photo Library, your pictures and videos would be backed to up to iCloud, and can be accessed by restoring another iOS device with the backup from the iPad.


Otherwise, have you tried force restarting the iPad? If your iPhone, iPad, or iPod touch won't turn on or is frozen - Apple Support


Restarting the iPad does not delete anything from the iPad, and restore functionality to the touch screen, at wich point you should be either sertting up an iCloud backup or backing up to iTunes on a computer as a preventive measure.
