If you use iCloud Photos you can’t do that because iCloud Photos is a syncing service and not off device storage. Whatever you do on the phone is reflected in iCloud. You can download copies of the photos to your computer and then delete them from the phone.

You can also search for another cloud solution to store your photos like Google Photos if you don’t have a computer.
