I am attempting to log in to my icloud account via chrome or safari. both prompt me for a verification code. i enter it. it "semi-logs" me in and then kicks me out. i have restarted my wifi router, computer, emptied cookies and cache. never had this problem before. it won't allow me to access my email. it seems like a loop. any ideas?

I've seen other folks lamenting on the same or similar issue. Best to let Support know about this -- Get Support.
I am having this exact same issue except on PC running Windows 10. In Chrome I will log into my icloud and immediately after it signs in and loads it will log me out. It will no longer ask for two-step if I choose to "trust' the computer. This just started today and I have not changed anything recently. I have reset chrome and even went as far as uninstalling, deleting pref files, and reinstalling chrome. Unfortunately nothing has worked.
Started today for me as well. Thanks for letting me know. Definitely sounds like something on Apple's side of things.
Just an update. This is happening in Firefox as well as Edge. I am able to duplicate this exact scenario in both of those browsers.
Any luck yet with this issue? I also noticed my emails are taking 15 minutes or more to be received.
