I believe my email address book has been hacked? What do I do to check this and remedy the situation? I received an email that I’m certain is not from the person in my address book!

You have not necessarily been hacked. Your email address appears to have been stolen - that happens all the time. Change your password to a very difficult one; although, your email address is already out there, so it's a bit like locking the barn door after the animals got out.
If it gets too annoying, change your email address. That'll work until it happens again. Your email address is quite visible online when you use it anywhere unless it is encrypted from point A to point B, so the crooks employ software to "harvest" and then either use it or sell it to other crooks. They then use it to send out spam or worse and the recipient will assume you sent it.
