if you should stop paying rent for the iCloud storage, you’ll revert to the 5 GB storage plan, and what gets purged to fit back into 5 GB is not something I’d expect to be predictable.
But what does or does not fit on your iPhone or iPad local storage does not change, as internal iPhone or iPad storage cannot be upgraded short of device replacement.
