Icloud storage full after deleting my photos

My icloud storage is full, 98% of it is due to photos on my icloud photos. I have just deleted over 6000 files of photos and videos and the storage still measures exactly the same amount. I have also deleted my 'recently deleted' items.

What can I do?

Icloud Hi, I basically bought iCloud for 50GB because my photos take 18GB. but recently I deleted almost all of my photos now i have 180 photos and videos together. Icloud storage almost full I am being told my icloud storage is almost full. because of pictures/videos. but i hae logged into icloud from computer downloaded them to my pc and deleted them from my account online but it still says my storage is full. I deleted all but maybe 50 photos from my icloud. ki used to have over 5000 pics/videos. i am out of ideas.
