Is there a way to allow certain numbers to ring even if you have your phone silenced?

Yes. go into the contact record for that person, go to the ringtone section, and turn on "Emergency Bypass".
The same can be done for the text message tone.
This will bypass the ring/silent switch as well as Do Not Disturb.
