Screenshot -capture selected portion - broken

In MacOS Catalina, When I try to use Screenshot the Capture Selected Portion option, the screen darkens except for a default selection. But I am unable to change the size and location of this selection. When my mouse is over one of the handles, the cursor changes to a drag-like cursor, but clicking and dragging on any handle does nothing. Nor can I move the selection overall using the grab cursor that appears. Is there something I am missing?

I'm familiar with the work around command-shift-4, but this product (which was working for weeks) is broken now. How can you reinstall it, or get this fixed?

Mac mini, macOS 10.15

Booting into safe mode got the screenshot working. Straight reboot did not originally.

However, after rebooting from Safe mode everything is working again.

Since you're asking about the Screenshot app in macOS, the correct reference is here:

But it sounds like the instructions there won't help because it stopped working correctly.

In this thread, someone reported problems with the Screenshot app... and I had a problem several months ago, as well.

I'd suggest you restart in Save Mode and see if Screenshot is working. If so, it could be some third party software is interfering. After Testing in Safe Mode, restart normally and see if it works correctly. Try these and report back.

Command shift 5 does indeed bring up the screenshot interface, but it still can't be scaled or moved.
