Maybe it is covered somehow (Tape, etc). What happens when you open Face Time App? Do you get any errors?
Updates or Applications can always manipulate settings, technically.

Phone calls are taking a bit to go through at the moment, due do lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get thorough :)
Start by Creating a Time Machine Backup of your Mac. That way you could be assured that you have something you restore your Mac to due to and removals of sorts from-here-on-out (ie when re-installing the macOS, as mentioned below).
Your RAM is extremely low, and this would cause things not to react fast and right away, particularly when multitasking(running many items at once).
So, consider uninstalling Security Software (if installed), as it just gets in the way by running itself in the background. Use the uninstaller, found directly on the manufacture’s site. Getting it elsewhere May result in malware or spyware being installed.
Create a new Administrator user and see what happens. If it does not occur, then it is something configured in your current user. Create this as the Administrator in:System Preferences > Users & Groups
Try logging in using Safe Mode (Hold down shift key upon boot). See if you can log in. Items only load as they do by default, while you are booted into Safe Mode. All caches are set aside. Go Here: Use safe mode to isolate issues with your Mac - Apple Support
