Ok the error message is the App Store detecting a copy of the Install macOS Mojave.app in your Applications folder.

Open your Applications folder and locate Install macOS Mojave.app, move it to the Trash, empty the Trash.

Connect your mac to your router via cable, Restart your mac and go back to the App Store Mojave download page.

It should say Get or Download.

Do not use thee mac while it is downloading or any other devices that share the same internet connection.

Before upgrading make a full back up of your Mac.

Check that third party apps you use have updates available for the new OS.

Check that your printers/ scanners etc have updated drivers and software available for the new OS.

If you have an older outdated copy of the installer delete it and empty the trash.

found in your Applications folder, "Install macOS Mojave.app".

Try again your download, if you still have an issue try the App store download from a Safeboot:

SafeBoot https://support.apple.com/en-us/HT201262

Takes noticeable longer to get to the login screen, does a 5-15 minute disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache, etc. Login and try again.

You can launch the installer from here as well or reboot as normal.
