I can't delete "Other" storage

i have a big problem with the “other” in the IPhone Storage and can’t delete it and it took up my whole storage.

How can I clear the “other”in my iPhone storage? I can’t remove the “other” section in my phone’s storage. Every time I try to clear it it only adds up. I’ve even backed up my data and reseted my phone twice to have no success. It is almost 24GB now and with the phone only having a 32GB limit the phone basically can’t do anything on it.
