We cannot locate the MSNBC app on the apple TV program on our Fire TV. How do we upload the app?

On Fire TV devices, you cannot load any apps from the tvOS App Store. Those apps are available for the Apple TV set-top box. The Apple TV app is a small subset of what the Apple TV set-top box can do.
You will have to see if MSNBC is available from Amazon’s Fire TV Apps & Games Store, or use a streaming TV provider app, to view it on your smart TV/streaming device.
MSNBC may still require a TV provider subscription. For cord cutters, that may require a a subscription with one of the streaming TV providers (Hulu Live, YouTube TV, Sling TV, AT&T TV Now, Fubo TV).
