Fingerprint without passcode-Accessibility

I’ve seen previous answers which say it is not possible to set a fingerprint without also setting a passcode. Is there any exception for this when accessibility options such as Voiceover have been selected?

If you are visually impaired, setting a passcode is not practicable as Voiceover does not speak the passcode when seeking to type it in. Therefore, one can regularly find oneself locked out of the phone. Fingerprint would be a very good security alternative. However, the fact of only being able to set a fingerprint if a passcode is also set seems to rule this out as an option.

It is clearly highly desirable to be able to lock one’s phone securely, as well as enabling payment apps etc to be securely used, so is there an ability to either just have Fingerprint set, or some alternative option?
