What if I have an old iPhone 4 or 5 and want to transfer to a new phone but don’t know my password? Can I use my old I’d and request a new password or should I just make a new Apple ID?
Try getting the password for the old ID.
Enter the Apple (iCloud) ID and click Forgot Password.
Try pressing/holding the button on the top right to turn it on.

Photos can be stored locally on a device, or can be configured and stored in iCloud.
How that’s set up on your old iPhone, nobody here knows.
Your photos (if stored on iCloud), app and media purchases, subscriptions, everything, are associated with your Apple ID.

This is for my dad’s phone. He bought a new phone at AT&T but they did not help him set it up or anything. He doesn’t even know how to tell me what phone it is and doesn’t know how to even turn it on.
