Yes, but if it expired less than 60 days ago AND it was AppleCare+ it can be extended on a month-by-month basis. I just extended by iPad coverage under this program. I had to wait until it had expired, but the day after it expired I purchased an extension.

If you had already purchased AppleCare+ when you got the phone and it is within 60 days of the expiration of the AppleCare+ AND the phone is in working order you can extend it. But if all you had was the original warranty you cannot extend it.
