Question: can I request from apple an iphoto book that was created and printed in 2018.
I have a new Mac, but want to request an iPhoto book that was created and printed in 2018 by apple.

Apple does no longer offer any print products at all. Last orders had to be placed by September 30, 2018. We have now to use third-party services to order books and other print projects.
Apple did not keep the books we send in for printing for such a long time anyway, only for a few weeks after the book has been shipped, just in case there has been a complaint about the print quality.
