Depending on the exact model of your Mac Internet Recovery Mode may be an option to reinstall macOS 10.13 High Sierra.
Can you find the BaseSystem.dmg file on the High Sierra installer that TransMac created? If so, then you can "burn" that file to a USB drive in order to create a bootable USB drive that will act like Recovery Mode and download the High Sierra installer from the Internet. I'm not sure how to "burn" this file to the USB in Windows, but I have done it using Linux. The BaseSystem.dmg file first needs to be uncompressed so it is a standard raw image file. On Linux the utility "dmg2img" will convert the image file where Etcher (Mac/Windows/Linux) can be used to "burn" the converted image file to a USB drive.
Otherwise you will need to download High Sierra on a compatible Mac so that you can create the bootable USB installer using these instructions:
