If you notice a service outage, then check Apple - Support - System Status to verify if Apple’s servers are running normally. If all services are reported available there, then the issue will be elsewhere, somewhere between the servers and your device, including anywhere on the internet and your home network.
You have 48 hrs to watch it once you’ve clicked Play . It’s good for a month if you have not began playback yet. Is it possible the time expired? If you feel this is in error: Request a refund for an App Store or iTunes Store
Rented a movie, comment reads as follows ; this video can’t be played because you don’t have access to it or it’s no longer available. I’ve been charged for it.
