Hacked or not?
I changed my Apple ID s password and created new and signed in and saw the location is bit far off like Abudon VA and I live in DC. Is it that my Apple ID is being hacked?

No, the location shown can be inaccurate, its an approximate location that sometimes can be way off. It goes by your IP location.
If you were logging in when you saw that message you have absolutely nothing to worry about.
If you got a request like that out of the blue. You should change your password.
