We were unable to add test cards to Apple pay for sandbox testing. We are getting invalid card error. We have followed the steps shared here -> https://developer.apple.com/apple-pay/sandbox-testing/. Anything we could do to address this issue?.

Hi, there are no knowledge based articles I can read or share to answer that question. That link is the only source of assistance for developer issues.
If you are in an area where Apple Pay is not supported that could be the reason (I am not saying it is the reason). Countries and regions that support Apple Pay - Apple Support

we have already raised support request with Apple using same page you (@askbarnabas) have shared above. Any specific reason why test cards are not getting added despite following the steps. Even if we can get to here possible reasons, it will help us investigate the issue.
