That depends on your cloud usage. If you still want to use iCloud to perform iPhone backups then you more then likely will need more than the free 5GB storage. To lower your storage plan go to Settings > Apple ID > iCloud > Manage Storage > Change Storage Plan > Downgrade Options

Does your iCloud storage contain more than 5GB of material? If so, yes, you’ll still need it as the free 5GB storage wouldn’t be enough.
I am using 10.3 GB of storage so far. It looks like I'll need to pay apple $.99 for the rest of my life, right?

Anyone using more than 5GB of iCloud will have to pay monthly for extra storage as long as they use more than 5GB of space.
