Sounds like an hardware issue. You'll need to take that into an apple store or any of their authorized apple service provider (best buy, etc.)
Whether they well try to repair it or want you to replace it is an different question...
This is also when applecare comes in handy!

Get it fixed or recycle it.

Try an iOS Reinstall:
Do so, by performing an update. First, you'd backup your iPhone then you would update it. Things, would reconfigured correctly, and then maybe it will work.
Use a PC or a Mac to Update it:
1. Backup First: Make a backup of your device using iCloud or your computer. That way you can have something to restore you iPhone from, should anything go wrong with the update installation.
2. Then, Update Using Links:
Disable Cellular when updating on the iPhone.
