I can’t find a way to assign a separate credit card to different types of purchases. For example a business expense to one card and a personal one to another. Is there some way to assign which card an individual subscription will bill?

No. the main payment method will always be attempted to be charged first.
You add them like this:
Change, add, or remove Apple ID payment methods - Apple Support
