can you or I retrieve deleted notes? The ones I just deleted in the last 2-3 weeks.

You don't, sorry, that is an irreversible operation. They are gone forever.
(unless, as already said in my previous reply, you have a backup, created before you permanently deleted those notes).

They should be on "Recently Deleted" folder on Notes.
If they are not there and if you don't have a backup created before you deleted those notes, there's no way to retrieve them.
