A Few Thoughts:

You are connected to Cellular, and your battery is at 15%. Cellular always overrules Wi-Fi. So...

1. Disable: Cellular
2. Enable: Wi-Fi
3. Charge: your Battery to 100%
4. Then, try this once more.
