I dropped my phone in a toilet last night and in order to get a replacement, I have to erase the phone from find my iphone. Will the erase request be submitted even if my phone won't turn on and has no wifi/cellular connection?

Yes it will.
There are people who come into my AASP all the time with iPhones that won't boot. As long as its removed from Find My, you'll be fine. The lock is actually on Apple's servers.
If you erased it and removed it from your account that is all you need to do. As the phone isn’t working it won’t be physically erased, but the content will be safe because all iPhone content is encrypted.
