How do I recover deleted videos from over a year ago

Unless its backed up somewhere. You don't.

If you deleted the videos 1 year ago they will not be recoverable now.

If you delete something off your computer you would also delete it off iCloud.

It's a syncing service.

I thought they saved everything even if it were years ago.

Nope

Even if you were not sync’ing videos with icloud photo, the iCloud backups are incremental. The daily backup overwrites the last one with the current state of the phone. So there is no way to recover any deleted data from a year ago with an iCloud backup.

Archiving backups in iCloud for a year would take up huge amounts of storage. Apple only gives you 5GB for free, and a max of only 2TB with a paid subscription.

If iCloud did that, your storage needs would be huge and would cost a lot for additional storage. Thus iCloud does not offer archival storage.
