iTunes does not normally require a certificate from the user. Can you explain what problem you are encountering?

Not sure which "site" are you talking about. Are you by any chance on a Windows PC? If so, follow the suggestions in here:
If you can't install or update iTunes for Windows - Apple Support
If you are on a Mac, iTunes will install as part of the overall operating system. Unless you are on the newest OS (Catalina), in which case there is not a version of iTunes but you will have the Music app instead. See more information in here:
