My iPhone 7 did not complete transfer to my new iPhone 11. How do I restart the transfer?

What didn’t transfer? The initial transfer just copies system data and settings and app data. After that you need to leave it connected to download apps from the app store and music from iTunes. If you have non-iTunes music on the old phone you will have to re-sync it from iTunes on your computer.
