My daughter has an Apple Watch her mom gave her. Since then the mom took her iPhone away and changed her Apple ID. How does she post the watch to a new iPhone?

If you don't have your iPhone and can't unpair, you can still erase all content and settings on your Apple Watch: On your Apple Watch, tap Settings > General > Reset > Erase All Content and Settings. For GPS + Cellular models, choose to keep or remove your cellular plan.
