I have an old install of Sierra. Originally it was Yosemite.
It has since been upgraded.
The problem I am having is that the iCloud photos folder will not import the new photos on my iCloud account.
When I try to enable the settings in icould I receive an error.
Have you tried opening the Photos app and going to Photos Preferences there and click iCloud at the top of the Preferences window?

Okay. I was able to fix it by choosing “use this folder” in “iCloud photos preferences“.
