I am trying to use the Export feature in Photos to export my 47,000 photos from my library to the same hard drive, but every time I get out of application memory error.
Shouldn't the application be able to handle this? Or do I have to guess how many photos it can handle?

I am not doubting you either! 8^) Activity Monitor should give you the memory pressure data you need.
Is there a log file somewhere, or a way to view a verbose progress to verify that?
I am not doubting you, but I watched it’s activity through Activity Monitor and the Photos application just keeps increasing memory usage, it got up past 60GB of memory. I imagine it continues to increase until it runs out of application memory, trying to process all the export files as a batch instead of sequentially. How do I find the amount of application memory available?
Usually, when people try this it just crashes because of a bad image file. So it is better to do a few thousand at a time.
