Can't find apple cash after turn it off, and couldn't turn back on

I accidentally turn off the apply cash, and it disappear on the wallet setting. I tried to sign-out my apple ID and sign back in. But apple cash is still not showing up under "wallet & apple pay" setting.

iPhone XR, iOS 13
