Would love to personally trade in I pad at a local apple store, buy a new iPad and the staff to help me transfer data to the new I pad instead of going through PHOBIO HOW to do it?

Stop in to your Apple Store. Bring the iPad with you.
Perhaps Covid-19 means you should call the store first. That would not have been necessary before the pandemic.
I made an appointment at my local apple store. But the info. says “ we are LIMITING The in-store I pad set up Does this mean they will not do it at all or only for few customers? Appreciate any response and personal experience!
We can't tell you what they will do or not do. We don't work for Apple on this user to user only forum. You'll need to see when you get there. But if they won't set up your iPad for you, it's really not difficult to set one up.
