Cellular Update Failed

I have an IPhone 7, and upon restarting my phone, I’m getting the “Cellular Update Failed” message with the “No Service” icon in the upper left corner where your reception is normally displayed. When I attempt to open my “Cellular” tab in the settings application, it says only “Error” and won’t show me any options to attempt to cycle the cell network on/off to potentially reset. I’ve attempted cycling airplane mode, restarting the phone, clearing the phone, resetting network settings, DFE restoring the phone and nothing has fixed the issue. I have the most recent software and carrier update. If I remove the SIM card, not only does it not fix the issue, it doesn’t even say “NO SIM” as it’s supposed to when the SIM card is removed.

There are apparently iPhone 7’s which qualify for a repair for this exact issue, but my model (A1778) does not qualify.

What do I need to do to fix this issue?

iPhone 7, iOS 13

That is correct. Your model iPhone 7 is the AT&T/T-Mobile/Global model.
