I don’t have a Visa debit card

why can’t I use instant transfer of my Apple Cash balance to my MasterCard debit card?

Hi, it is because only Visa debit is authorized. You can still transfer to your bank but it will take 1-3 days but its free OR you can just use the Apple Cash as your default payment for Apple Pay at stores that accept Apple Pay and Discover. Transfer money from Apple Cash to your Visa debit card or bank account - Apple Support
