Yes. It applies to all.
You should be able to swap which one used for mobile data and toggle each one “on/off” as much as you want.
Remember, the phone is designed to hold multiple e-SIMs, so the ability to switch between them - and the hard-SIM is a basic operational requirement.

What you DON’T want to do is “Remove this Service” or some similar phraseology.
That function indeed erases the eSIM; you’d than have to re-provision it w/ your carrier.
