Is there any other way to get rid of the activation lock even when the previous owner don’t know anything about the Apple ID or password

See if they can recover the ID/password.

If necessary, if the previous owner is the original owner, have them contact Apple. Apple can remove the Activation Lock if provided the required paperwork. Either take the device, the original purchase receipt with the serial number, and a photo ID to the nearest Apple Store (if it has reopened)
