Apple Magic Mouse 1 Cursor not moving

the magic mouse is connected, the cursor appears, both left & right button works fine but the cursor is not moving, does it mean that the laser / infrared is broken ?

the cursor would jump suddenly towards the top left hand corner of the screen, so I would imagine, it is somehow sensing.
