Apple TV offer

I was offered a 1 year free Apple TV subscription, possibly with new phone, but when I click link it only offered a free 1wk trial then 4.99/mo. Is there something else I need to do?

You should redeem the year offer on your new Apple device in the TV app.

Apple TV+ - One Year Offer - Apple

If you qualify, and if you did as described in the guide, and you still do not get to see the year offer, then contact Apple Support. They can assist in getting you the service, when the automated offer doesn’t work as intended, if needed using activation codes.
