iCloud storage is storage useful for off-loading your device. Apple offers a pittance (5 GB) for free, and charges for more. Among other uses, iCloud is where you can configure and store store device backups, and where you can share and store files and documents, and where you can offload pictures and videos onto.
What storage is built into your device cannot be upgraded. What fits, fits.
