How do I enable cookies in safari on my iPad? Safari is already set to NOT block cookies. One site I try to access with a password continues to say that I have not enabled cookies though.

If I understand your problem, cookies ARE enabled in Settings>Safari, but a site is telling you this is untrue?
If you are using any content blockers or VPN/firewalls, this can produce the reply you’re receiving from the site. Disable them temporarily. Also, try closing Safari and power cycling the iPad.

Most recent security-focussed browser, such as iOS/iPadOS Safari, block all third-party cookies.
This security feature is otherwise known as Intelligent Tracking Protection (ITP) - and is a fundamental element of Webkit upon which all browsers on this platform rely.
I had the same problem on new I pad. A site said to disable block all cookies. It already was ghosted. I disabled prevent cross site tracking. That worked no problem with cookies on that site. Thanks for the suggestion
