If I add iCloud storage and want to include another family member. How do I transfer the other persons stored information.?
What do you mean by "transfer the other persons stored information"? You don't transfer any of their information when using a shared iCloud storage with Family Sharing.

we currently have two separate ICloud accounts. So if I go up to the family shared plan will the stores information still be available?

if I upgrade the other person’s iPhone will be backed up to the new shared account? If that is what will happen, then I may have the answer.
