I noticed that in my signed in devices on the Apple ID website, the IMEI number listed for my phone is different from the IMEI number that is actually in my phone. The serial numbers are the same. Is this normal?

If you have an iPhone XR you do have 2 IMEI numbers.
One from the physical sim slot and one for the eSIM.
The IMEI number never change.
It might be that you are looking at the wrong IMEI number?

iMEI numbers do not change but however if you have the iPhone X series it will have 2 as these have the ability to be dual sim using one normal sim and an embedded Esim so hence 2 IMEI numbers
