I lost all my contacts how can I recover in iCloud?

Does not recover contacts/ Before upgrading to iOS 14 on my iPhone 11, I had close to 150 contacts that should've been in iCloud. Even when I upgraded from my iPhone 6s to my 11, ALL contacts I had transferred and were in the 11. What happened and how do I fix this?
