I need to run excel on an iPad 4 with iOS 10.3.3. for a non profit, is there an excel install that is compatible?

Not at this point for an 8 year old iPad 4. Both Microsoft Excel and Apple's Numbers (an Excel like product from Apple) require iOS 12 or higher and your iPad is now too old, too under powered, out of date and completely incapable of running an iOS version which will support what you're looking for.
It's time a more modern iPad capable of running the newer iPadOS versions.
