Can you pair and iphone 7 with an apple watch series 5 with cellular? If so, will both the watch and the phone ring when there is an incoming call?
How far away can a person be from the phone and still be able to answer a call on the watch?

Yes, as I have/use the exact same setup. Both the watch and phone ring at the same time. Since the watch has cellular, and is activated via the cell provider ($10/mo here), it rings with or without the phone nearby.
I've never used the watch w/o the cellular activated, so I can't answer the distance question with respect to that condition.
