You can delete the iPhoto.app, but do not the iPhoto Library. The iPhoto Library is where your pictures have been stored by iPhoto. The Photos.app can open the iPhoto Library and give you access to your photos.
Photos will now create a new library from the iPhoto Library. if you have more than one iPhoto library that needs migrating, open them all in turn this way.
Later you can switch between the new Photos Libraries by quitting Photos and double-clicking the library you want to browse.

iPhoto was replaced by the "Photos" app in 2015.
Ok so what about iPhoto that was carried forward to my new iMac in January and will not open?
What about it? It was carried over from your back up or whatever mechanism you used to migrate your apps and data. Delete it.
If I delete it will I then lose all my pictures? I think so,
Your pictures are in the iPhoto library, not the app.
