Account froze

Can’t make a payment, it just says pending for over an hour. It states account is locked when I try to get an app to download, can I over ride this to send money to someone

iPhone XR, iOS 13

If your apple ID has been disabled follow these steps:

If your Apple ID is locked or disabled - Apple Support


If your account is disabled in iTunes you will need to contact apple to be able to unlock it.
